“wǒ xiǎng hé nǐ + verb” means “I want to do something with you”.

“每” means “every/each”, “都” means “all”. “每” usually be used with a measure word and followed by “都” in a complete sentence. You can regard “每……都……” as a pattern.

They can be used interchangeably in this case as a preposition.
